 What is PM Kisan Yojana and benefits ?

            Launched in February 2019, PM Kisan offers ₹6,000 annually to eligible farmers in three equal installments of ₹2,000 every four months 18. Funds under PMKY is transferred directly to the farmers account via Direct Benefit Transfer (DBT) which ensures transparency and reduce possible leakage.

    Financial Stability: ₹6,000/year helps cover agricultural inputs (seeds, fertilizers) and household expenses.

    Low-Interest Loans: Beneficiaries access collateral-free loans up to ₹ 5 lakh via Kisan Credit Card (KCC) at subsidized rates.

    Women Inclusion: 3.21 crore women farmers received the 20th installment.

    Doorstep Withdrawal: Farmers can withdraw funds via postmen or Gramin Dak Sevaks without visiting banks.

    Eligibility Criteria

    Included :Landholding families of farmers including husband,wife.minor children has own cultivable land upto 2 hactre (4.94 Acres) 

    Scheme Exclusion

    The following categories of beneificiaries of higher economic status shall not be elligible for benefit under the scheme.

    1. All Institutional Land holders.

    2. Farmer families which belong to one or more of the following categories:.


    • Former and present holders of constitutional posts 
     
    • Former and present Ministers/ State Ministers and former/present Members of LokSabha/ RajyaSabha/ State Legislative Assemblies/ State Legislative Councils,former and present Mayors of Municipal Corporations, former and present Chairpersons of District Panchayats.
     
    • All serving or retired officers and employees of Central/ State Government Ministries /Offices/Departments and its field units Central or State PSEs and Attached offices /Autonomous Institutions under Government as well as regular employees of the Local Bodies(Excluding Multi Tasking Staff /Class IV/Group D employees)
     
    • All superannuated/retired pensioners whose monthly pension is Rs.10,000/-or more(Excluding Multi Tasking Staff / Class IV/Group D employees) of above category 
     
    • All Persons who paid Income Tax in last assessment year

    How to Apply for PM Kisan

    Just follow these easy steps to apply your PMKSNY 2025

    Online: Visit the PM-KISAN Portal → "Farmers Corner" → "New Farmer Registration" .

    CSC Centers: Register via Common Service Centers for biometric verification.

    Local Authorities: Contact revenue officers/Patwaris .

    Pro Tip: Update Aadhaar/bank details using the "Updation of Self Registered Farmers" portal option .

    Just type "pmkisan status" in your mobile or computer browser.

    Click "know your status  PM Kisan" on the top of the browser 

    Enter Registration number

    Enter captcha code

    And click "get OTP"

    Verify your OTP which is send to your eKYC Registered Mobile Number.

    Note *If you have not updated you can visit nearest common service centre for biometric based e KYC which is mandatory for the PMKY.

    Recent Updates & Challenges

    20th installment :Released on 2nd August 2025,benefiting more than 9.70 crore of farmers.

    Exclusion Issues: 1.5 crore+ farmers face rejection due to documentation errors .

    Criticisms:

    ₹6,000/year deemed insufficient against rising input costs .

    Tenant farmers excluded from the yojana for the land ownership criteria  as its main aim is to provide financial assistance to the land holding farmer.

    Due to network issue in rural and hilly areas complicates for ekyc and registration.

    Government’s Response

    Recovery of Funds : ₹ 416 crore has been reclaimed from the ineligible beneficiaries.

    Recovery of PM-KISAN amount from ineligible beneficiaries

    The government of India has implemented a recovery mechanism for PM-KISAN funds disbursed to ineligible beneficiaries. 

    Reasons for ineligibility and recovery

    Higher income groups: Individuals like income tax payees, employees of PSUs (Public Sector Undertakings), state/central government employees, and constitutional post holders are not eligible for the scheme.

    Other reasons: This could include cases where both husband and wife are receiving benefits under the scheme, or other reasons as identified by the verifying authorities.

    Recovery process

    State/UT Mandate: States and Union Territories are responsible for recovering the amounts transferred to ineligible farmers.

     Visit the browser of your mobile or computer and just type “ pm kisan and from the farmer corner of the website click on "Online Refund." 

    • Select the option for online refunds.
    • Enter your Aadhaar number, Account number, or Mobile number along with the captcha code and click "Get data".
    • Your details and previous payments will be displayed.
    • Select the refund payment tickbox, enter your email ID and contact details, and click "confirm".
    • Choose the bank for making the payment. 
    Online Refund: Ineligible farmers can voluntarily refund the received amount online through the PM-KISAN website. Here's a general guide:

    Note: Specific instructions for initiating the refund and making payments might vary slightly depending on the state or union territory. For example, Kerala's instructions for initiating the refund mechanism in the portal are detailed in a PDF document available on their agriculture website. 

    • Bank Transfer: Another option is to refund the amount through a standard bank-to-bank transfer. The specific bank account details for recovery might be provided through official channels or the PM-KISAN website.

    • Application and Receipt Submission: After refunding the amount (either online or through bank transfer), it's advisable to submit an application and the refund receipt to the district agriculture officer or agriculture coordinator.  

    Consequences of not refunding

              While the primary focus is on recovering the funds, not refunding could lead to further action or consequences as determined by the authorities. For example, notices might be issued from the Krishi Bhavan to initiate the refund process if the farmer does not voluntarily come forward. 

              It's crucial for ineligible beneficiaries to return the amount received under the PM-KISAN scheme to ensure the program's integrity and that benefits reach only the intended eligible farmers. 

     

    Saturation Drives

    Integration: Linked with schemes like PMFBY (crop insurance) and Soil Health Cards .

    Digital Crop Survey:

    This initiative aims to create digital crop data for better resource management and policy decisions. 

     Krishi Decision Support System (DSS):

    Integrating geospatial data on crops, soil, weather, and water to provide farmers with informed decisions.
